City Council Regular Meeting — September 3, 2026

Council adopted the official City of Mulberry flag, accepted the withdrawal of two special use permit applications, held first-read public hearings on a Rock Quarry Road rezoning, the Q3 text amendments, the FY 2027 budget, and the City's first Comprehensive Plan, and revised the Holman Road rezoning ordinance.

  • Resolution 2026-09-68 — Official City Flag — Approved, 5–0. Mulberry now has an adopted city flag.
  • SUP-2026.06.1342 — 3326 & 3350 Ridge Road (Alfred White / HKS Investment LLC) — Applicant's request to withdraw the special use permit application with prejudice accepted, 4–1. I voted no.
  • SUP-2026.06.1417 — 3100 Hamilton Mill Road (Eric Harris / Buford Islamic Center Inc.) — Applicant's request to withdraw the special use permit application with prejudice accepted, 3–2. Mayor Pro Tem Rudnick and I voted no.
  • Ordinance 2026-08-179 — RZR-2026.06.1420, Holman Road (Jake Sullins / Rajiv Sheth), RA-200 to R-LL — Motion to rescind the August 20 action and replace it with a revised ordinance based on an updated staff recommendation passed, 3–2. Councilmember Shields and I voted no.
  • August 20, 2026 Meeting Minutes — Approved, 5–0.
  • Meeting Agenda — Approved as presented, 5–0.
District 5 impact

Rock Quarry Road rezoning (first read) will include a 30-foot road buffer at my request; Q3 UDO text amendments and the FY 2027 budget move to final votes next.

August 20, 2026

City Council Regular Meeting — August 20, 2026

Council held the first public hearing on the FY 2027 budget, approved the Holman Road rezoning with staff conditions, authorized the Marshal's Office to enforce traffic laws, approved a natural gas franchise agreement with the City of Buford, and readopted the Downtown Development Authority resolution.

Council actions
  • Ordinance 2026-08-179 — RZR-2026.06.1420, 1800 Holman Road (Jake Sullins / Rajiv Sheth), RA-200 to R-LL — Second read. Approved with staff conditions, 4–1 (Mayor Coker opposed). The applicant asked Council to allow all homes to face Holman Road rather than the shared driveway; Council discussed condition #10 (home orientation) and approved the ordinance with the staff conditions as written, keeping the shared-driveway orientation.
  • Ordinance 2026-08-180 — Chapter 2 Amendment: Marshal's Office Traffic Enforcement — Second read. Approved, 5–0. Authorizes the Mulberry Marshal's Office to enforce traffic laws in city rights of way.
  • Ordinance 2026-08-181 — Natural Gas Franchise Agreement with the City of Buford — Second read. Approved, 5–0 (I made the motion). Buford's gas utility will pay Mulberry a franchise fee of 4% of gross revenue from natural gas sales to customers inside city limits, in addition to any ad valorem taxes.
  • Resolution 2026-08-67 — Downtown Development Authority (Consent Agenda) — Readopted, 5–0. Declares the need for a DDA, appoints its board of directors, designates the downtown development area, and authorizes filing with the Secretary of State. Added to the agenda at the City Attorney's request.
  • August 6, 2026 Meeting Minutes — Approved, 5–0.
  • Meeting Agenda — Amended to add the DDA resolution and approved as amended, 5–0.
  • Executive Session — Council entered executive session for real estate matters from 7:25 to 8:32 PM. No action taken in open session afterward.

Holman Road rezoning approved with the shared-driveway home orientation condition; Marshal's Office now has traffic enforcement authority on city streets; FY 2027 budget heads to second read.

City Council Regular Meeting — August 6, 2026

Council denied the Braselton Highway gas station special use permit, appointed the first Downtown Development Authority board, approved a permitting agreement with Gwinnett County, honored Don Heath, and held first reads on the Holman Road rezoning, Marshal's Office traffic enforcement, and the Buford gas franchise.

  • Ordinance 2026-07-178 — SUP-2026.02.0310, 5215 Braselton Highway (Khan Nahidul): convenience store with fuel pumps — Second read. Denied, 5–0. The applicant accepted all staff conditions except the one governing access onto Braselton Highway and proposed a deceleration lane on Dee Kennedy Road instead. Five nearby residents spoke in opposition, citing traffic, oversaturation of gas stations, and noise, light, and ground pollution.
  • Downtown Development Authority — Board Appointments and Development Area Map — Approved, 5–0. Six-year terms: Jeff Timler, Councilman Doug Ingram, Mary Smith. Four-year terms: Erin Risser, Chris Dyar. Two-year terms: Dr. Cory Mansour, William (Bill) Smith. The downtown development area map was adopted with several parcels removed at the City Manager's recommendation.
  • Intergovernmental Agreement with Gwinnett County Planning & Development — Approved, 5–0. Governs permitting of County projects on County-owned property inside Mulberry city limits. I confirmed this version resolved the concerns Council had raised previously.
  • Proclamation Honoring Don Heath — Adopted, 5–0 (I seconded). Recognizes Mr. Heath's military service and dedication to the community; presented to his daughter, Diane.
  • July 16, 2026 Meeting Minutes — Approved, 5–0.
  • Meeting Agenda — Approved as presented, 5–0.
  • Executive Session — Council entered executive session for litigation from 8:51 to 9:13 PM. No action taken in open session afterward.

Braselton Highway gas station SUP denied; Holman Road rezoning moves to second read Aug 20; DDA board seated with a District 5 seat at the table.
